Must I send my transcript before the admission list comes out or its after I get admission
You can start the process of requesting for your transcript while awaiting admission to avoid delay in screen process after getting admission.

Is it compulsory for the msc student to send their transcript or it is PH.D student only
Transcripts are only applicable to PHD applicants.
